Public and Private Financing
Norman Towers is being financed through a combination of tax-exempt bond financing and low-income housing credits from the NYC Housing Development Corporation (HDC), state low-income housing credits from NYS Housing and Community Renewal, program subsidy funds from NYC HDC and NYC Housing Preservation and Development, capital funds from the Queens Borough President Helen Marshall and Council Members James Gennaro and Leroy Comrie, and developer equity. Tax Credit equity and construction financing are provided by Goldman Sachs. This mix of financing allows us to offer greater quality housing opportunities to a wide range of incomes.
